What is RCTX the abbreviation for?

Hi!

While looking at the sources of OpenPCD and OpenPICC, I found the abbreviation "RCTX". Googling it returns among others "Railwest Canada Incorporated" and that is a therapy-form for some kind of oncology disease. But what does it mean in conjunction with OpenPCD / OpenPICC? Thanks in advance!
