I have been working with the OpenPICC on this matter. In my experience you can
easily capture communication from the reader to the tag. I was however not able
to capture communications in the other direction to my satisfaction. I ended up
using a Proxmark device for that purpose. Karsten told me however that it is
possible to use the OpenPICC for both directions, he also told me that the
card->reader direction is harder.

You can use OpenPICC with a commercial reader, for example to emulate a tag.
