Is it possible re-create the Mifare Ultralight tags?

 Is it possible re-create the particular encoding scheme used for Mifare
 Ultralight tags, to encode new Ultralight tags with the same
 functionality, if only various Mifare Ultralight tags available,
 without information about encoding scheme used by original reader to
 program tags?
