No, but we are providing all sources in our public SVN - its a normal
part of librfid - see the win32 directory:

http://svn.gnumonks.org/trunk/librfid/win32/

I did this some years ago as a prove of concept, but due to lack of
interest by our users I stopped maintaining that branch.

I compiled it back then using cygwin+libusb and libusb drivers for win32.
